In one area of recycling Israel almost certainly lead the world. We recycle leaders on a regular basis.
Former Prime Ministers seem to succeed each other on a regular basis. Former Chiefs of Staff regularly are recycled to become Ministers of Defense. A number do both as well as hold other senior ministerial positions or leadership of political parties.
Currently the favorites to become the next Prime Minister are two former holders of that office plus one former Chief-of-Staff. Only one of the serious candidates has not served in either position but she is our current Foreign Minister.
I have not taken the time to research the past 60 years but it seems to me that in recent years breaking into the top job has been impossible without a top military background.
Is this simply because our overriding concern is security? Or could it be that the political party king- makers believe the name recognition of former military leaders is the best assurance of getting more seats in the Knesset?
